FM Translators must broadcast everything that is being broadcast on the main (primary) station.
The only exceptions are as follows:
An FM Translator authorized to rebroadcast a Class D AM broadcast station may originate programming on the translator if the AM station only during the period that the AM station goes off the air at night. They can't originate separate programming while the AM station is on the air.
An FM Translator may originate programming up to 30 seconds per hour to broadcast messages related to solicit for and/or acknowledge financial support. Solicitations and acknowledgement of contributions shall be limited to the defrayal of the costs of installation, operation or maintenance of the FM translator. Acknowledgements may include identification of the contributors, the amount of the contribution and must be done consistent within the underwriting guidelines for noncommercial educational broadcasters. Commercial translators may place commercial messages during this period.
An FM Translator may originate programming for only the time that is necessary to broadcast emergency warnings of imminent danger. Emergency transmissions shall be no longer or more frequent than necessary to protect life and property.
